Congressional GOP Embrace President's Call to Replace Affordable Care Act

US lawmakers are working through the weekend for the first time since the federal closure began over a month ago, but hopes for a bipartisan agreement on how to end the impasse appeared to diminish as Republican senators proposed a plan toxic to Democrats: eliminating the Affordable Care Act, known as Obamacare.

Growing Consequences of Government Shutdown

The impact on Americans from the lengthiest shutdown of the federal government in history worsened on Saturday, as government employees went without pay, airlines were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.

Trump's Proposal from Golf Course

As Saturday's meeting got started, Republican senators welcomed a suggestion made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be replaced by HSA-style accounts.

"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

GOP Endorsement

Multiple Republican senators praised the proposal, which is comparable with a replacement for Obamacare put forward in 2017.

"We will replace this failing program with something that is actually better for the consumer," one senator stated.

Another senator commended Trump's proposal on online platforms, and displayed a giant blow-up of Trump's post as he spoke on the Senate floor.

"I'm writing the bill right now," a third senator wrote in response to Trump's suggestion. "We must stop taxpayer money from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the medical coverage they want."

Democratic Response

Democratic senators shared concerned responses to Trump's proposal.

"In other words, Donald Trump's 'concept of a plan' for health care is yet another calculated attempt to repeal Obamacare," one Democratic senator commented. "This is the same unsuccessful Republican plan that's been rejected by the public and Congress."

Another lawmaker responded to the criticism of insurance companies by posting: "Well, Trump and the Republicans dislike how the big, bad insurance companies are ripping-off Americans. Really? In that case I welcome your support for universal healthcare."

Continuing Talks

The Senate went into recess without reaching a resolution, but Senate Republican leaders have indicated an openness to an emerging plan from a handful of centrist lawmakers to end the shutdown in exchange for a later vote on the ACA payments.

One Democratic senator, who is leading the talks among centrists, said that Democrats "require another path forward" after Republicans rejected an proposal to restart the government and extend the subsidies for a year.

Another leading Democratic senator continued in arguing that Republicans should agree to a one-year extension of the subsidies before negotiating the long-term of the subsidies.

"Inaction is irresponsible because people will go bankrupt, people will lose insurance, people will get more ill," the senator stated in a Senate address. "That's what will happen if this Congress fails to act."

Political Dynamics

None of the Republican senators seemed to address the fact that consumers would still need to buy plans from the same insurance companies, or that Republican legislators need the support of eight Democrats to reopen the government, and the concept of repealing and substituting Obamacare with HSAs is improbable to earn a solitary Democratic vote.

Some analysts indicated that the essence of such a proposal would remove the ACA's requirement that insurance companies cover individuals with existing health issues.

After his golf outing, Trump went back to his private club and doubled down on his insistence that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a version of the proposal that was unsuccessful to garner enough support in 2017.
