The UK and US have hammered out a important bilateral deal that will guarantee zero tariffs on UK drug products going into the US market.

The Terms of the Deal

As part of the deal, the UK has committed to boost spending on drugs through the National Health Service (NHS). This pledge ensures that tariffs on these vital goods will remain at zero for a period of 36 months.

This development comes after recent warnings to dramatically increase duties on patented drug products, with potential rates discussed up to 100%.

"This arrangement between the United Kingdom reinforces the worldwide climate for new treatments and establishes long-overdue fairness to U.S.–U.K. drug exports," a statement said.

Economic Significance

Pharmaceuticals represent one of the the United Kingdom's biggest exports to the America, which is by far the largest market for large UK drugmakers.

Export figures indicate that in the year to the end of the third quarter, the UK sold medicines totaling billions to the US. This amount made up 17.4% of all goods exports in that period.

"This agreement protects employment, increases capital expenditure and sets the stage for the UK to emerge as a global hub for life sciences," the Business and Trade Secretary commented.

Specific UK Commitments

The pact involves several notable pledges from the United Kingdom:

  • Revised Affordability Limit: The UK will increase the price threshold at which it judges new treatments to be too expensive by twenty-five percent.
  • Increased NHS Spending: There is a goal to double total health service expenditure on medicines from 0.3% of the national economy to 0.6 percent over the coming ten years.
  • Refund Ceiling: The percentage drug companies must return to the NHS to stay within budget will be restricted at 15%. Last year, refunds were more than twenty percent.

Recent Tensions

The pact comes amid a protracted dispute between the pharmaceutical industry and the ministers over spending levels and regulatory access.

This friction were intensified by claims that US consumers were paying significantly more for the equivalent treatments than patients in the UK and Europe.

In recent months, several significant drug company projects in the UK have been delayed or cancelled, while substantial expansions have been announced toward US facilities.

One official publicly accepted that the NHS must increase expenditure on treatments, noting that its budget allocation on drugs had shrunk as a percentage of its overall budget over the last ten years.
